Looks like to much water in the mix as it came out of the truck or it was setting up to fast as they was troweling it down and kept tossing water on top trying to wake it back up to smooth it out
Not sure Ron, I read finished too soon and water trapped before bleeding takes place. Wasn’t sure it’s proper terminology when cement is homogenous and not laminated.

If it freezes it can look like that or worse also.
